Ever have problems tuning?

Meh, it was a mental lapse. I meant the 4th string.

And I don't know if I'm tuning them too tight. Should you tune them until it gets to the point where it's a little 'tougher' to turn the tuner? I thought so...

btw it's an electric...squier '51

NO!

you tune it to the note. you tune the "A" string to "A" on a tuner, etc.
here's an online tuner:

if the strings are old, but already in tune, and you down-tune one string then tune it back up, there will be a spot that's a little easier, because the string has already stretched out up to that point and sort of created its own sweet spot. but with new strings, that hasn't happened yet. the string is uniform, and so you have to tune it to a preset note.

How to string your guitar

Your string is snapping because you are not giving it slack before you begin winding. The string should wrap around the tuning peg about 3 times before becoming taut. Look at the 1st picture, see how he is holding the string about an inch away from the tuning peg? That is the slack we have been talking about.

As others said, you don't go by how tight the string feels. You match the string to a given note. Invest in a tuner, they are quick and easy to use and more accurate than your ear. Chromatic tuners are best as they show you the note you are tuned to or playing at all times.
