fis = f sharp (-is)
Cis = C sharp (-is)
Flat is denoted by -es, so Des (Db) = Cis (C#)
H is what the rest of the world calls B, whereas their B is Bb. So the chord is a B7.
Perhaps if you could give me the source, I could find out exactly what HTS means.
In my opinion, HTS stands for "Halb-Ton-Stufe", which means that you should downtune your guitar half a tone or step.

Er, how do I play a B7 after tuning down a half step? Would tuning down a whole step and using a capo work?

No - the chord names are relative to the tuning - you just play your B7 as normal (021202). The alternative would be to leave the guitar in standard tuning and make the chord sequence Eb, Ab, F, Bb7 to reproduce the original sound. I know which I'd prefer.
