New Guitar Action/Buzz Problem

I just bought a new les paul yesterday. When i brought it home i tried adjusting the action because it was a little too high, so i brought it down and realised that all of the strings from the 9th fret on were either completely muted or had substantial buzzing. I noticed that as the neck meets the body the neck moves slighlty up, causing the string to come into contact with the other frets. So i brought the action back up and i am having no more buzzing/muted problems but the action is way to high for me and hurts my fingers. What can i do? Are all les pauls like this?
