So im looking to buy pickups for my a strat im building now. I was looking at some reverse stagger pickups. They look like what im going for in sound. (jimi hendrix and bluesy stuff) So my question is Could i get normal stagger pickups and turn them around to get the same effect and sound?

yes -- turning the pup around will work, though you may need to route the guitar body to accommodate this. And of course the bridge pup would also need to re-slanted to put the bass side closer to the bridge (a la Hendrix).
But really, all this is a lot of busy work that will detract from teaching your fingers and hands and mind to play and sound as did Hendrix. And those are far more important for achieving the sound and vibe than refitting your guitar.
