Yes but people don't use always the same IP. For example, I don't have a static IP at home, my ISP gives me an dynamic IP every time I connect (my router connects ;)) to them. I use ADSL. You can use dial-up modems to connect to free providers and they assign to you dynamic IP too.
I have several static and public IPs at work and also I can use a DHCP server to get a dynamic IP. I can use one of my static IPs from home for some purposes.
Moreover, there are sites, really proxies, in which you can change your IP.
Thus it is not completely true that given a IP you can know who is doing what.

You're absolutely right. I've relatively recently gone over to a static IP address. Before I switched to broadband about a year ago, it used to change every time I dialled up. Now it stays the same unless I change it through my router. If somebody was to threaten to shoot Prez Shrub, or something similarly daft, then some agency or other could probably force the ISP to divulge records for the day and have them tracked. But for general low level mischief I don't think it's too hard to throw a smokescreen over who is who. :?
I'll keep my eye out and se if I can spot how many online personalities you have here now... :P :wink:

It is not easy. Internet is part of the society. There are good and bad people. Some people use some resources in the wrong way. We are having a lot of problems at the university with attacks and, mainly, the use of unprotected smtp ports for sending spam. Fortunately our admins are braves and they are closing every new open gate... but it is not easy. :?

Thanks everyone. Depending on some stuff I'll probably be back august 9th. Spending part of my day fixing and solving things, going quite well.
