hi guys,
i'm thinking about getting a friend of mine an effects pedal for his birthday, he plays bass.
if someone could enlighten me as to what kind of effects work well for a bass i'd be very grateful.
also do the actual pedals need to be made specifically for basses or will regular guitar pedals do the job?

Yes there are specific pedals for bass. Go to Musician's Friend and you will find plenty.
E doesn't = MC2, E = Fb

I have tbe BP-200 multi-FX which has been fun to mess around with, and can be had for under $150.
For single pedals, look for a reverb/delay, compressor, or distortion unit, depending on your friend's interests.
