The chorus doesn't seem to fit with the verses. If the singer is telling both the young person and the older person that they can change the world, why would they believe that?

You're right there. I was aiming for young (v1-2), middle (V3-4) and old(5-6).
The basic idea being your circumstances don't have to determine who you are or limit what you can do.
I've been reading a Woody Guthrie songbook. On the back cover, there is a quote from Bono that inspired the idea.
"There's a lie that's very popular right now, which is that you can't make a difference. It puts people in a big sleep. I think Woody Guthrie's music was much more awake than that" -Bono
why would they believe that?
I guess the short answer is, they don't have to believe that.
